A serious case of administrative negligence has surfaced after the Punjab Traffic Police issued a driving license to a male citizen with a woman’s photograph printed on it in Multan.

The affected citizen, Asghar Sawal, said he applied for his driving license in 2026 after completing the mandatory driving training and passing the official test. He paid Rs. 7,000 for the complete process and waited for the license to be delivered.

However, upon receiving the document, he was shocked to find that his gender had effectively been changed on record, with a woman’s photo printed instead of his own.

Officials Allegedly Refuse Responsibility

Asghar, who currently resides in Karachi due to work commitments, said returning to Multan to resolve the issue is extremely difficult. Despite this, he contacted the Multan Driving License Branch to report the mistake.

According to him, officials refused to accept responsibility for the error and instead demanded an additional Rs. 650 for correction. He was also informed that the amendment process could take up to four months, even though the mistake originated within the department.

“It was clearly their mistake, yet they are asking me to pay again and wait for months,” Asghar said.

Concerns Over Data Handling and Accountability

The incident has raised serious questions about data management, record verification, and accountability within the driving license system. A driving license is a critical identity document, and such errors can lead to legal complications during traffic checks, employment verification, or official use.

Citizens have expressed concern over how many similar mistakes may exist in the system without being detected.

Appeal to Punjab Police Leadership

Asghar has now formally appealed to the Punjab Police leadership, urging the Inspector General to take notice of the issue and order immediate correction without charging any fee.

The case has sparked wider public debate on social media, with calls for stricter internal checks and greater accountability within government licensing departments.
