The Punjab government has started preparations for a major overhaul of the recruitment system in provincial government departments, aiming to speed up hiring and introduce greater flexibility.
According to sources, the government is considering initial appointments on a lump-sum pay package instead of the traditional Basic Pay Scale (BPS) system.
Lump-Sum Pay Package Under Consideration
Under the proposed changes, recruitments would be made based on eligibility criteria rather than existing service rules, marking a significant shift in how government jobs are filled.
Sources say this move could accelerate stalled recruitment processes across provincial departments once approved.
Faster Hiring Expected After Approval

Traditional Hiring Through PPSC to Continue
Despite the proposed changes, recruitment through the Punjab Public Service Commission (PPSC) will continue under the traditional system, ensuring continuity for competitive examinations.
For posts Grade-5 and above, relaxation cases will continue to be reviewed by the relevant forums, as per existing procedures.
