The Punjab School Education Department has issued fresh guidelines regarding teacher transfers, clearly stating that no transfers will be allowed until the ongoing academic session is completed.
According to the department, strict implementation of the E-Transfer Policy 2024 has been ordered across the province. Under the revised instructions, only those teachers who have completed at least three years at their current posting will be eligible to apply for a transfer.

Officials explained that the decision aims to maintain stability in schools and prevent disruption to students’ education, particularly during critical academic periods.
Mandatory Conditions Before Applying
The department has further clarified that teachers wishing to apply for a transfer must complete all academic and administrative responsibilities beforehand. These include:

Preparation and timely declaration of examination results

Conduct of parent-teacher meetings

Fulfilment of all assigned academic duties
To verify compliance, teachers will be required to obtain a formal certificate from their respective head teacher confirming that all responsibilities have been completed. The department emphasized that no transfer application will be approved without this certificate, nor will any teacher be relieved from their current post in its absence.
Accountability and Enforcement
The School Education Department has warned that any violation of the E-Transfer Policy will place responsibility on the concerned District Education Officer (DEO), against whom disciplinary action may be initiated if necessary.
All Chief Executive Officers (CEOs) across Punjab have been instructed to ensure full and effective enforcement of the policy and to treat any violations seriously.
Education officials stated that the new measures are intended to ensure continuity in academic activities and safeguard students from educational loss. Implementation of the updated instructions has already begun, and all relevant officers have been formally notified.
