The Khyber Pakhtunkhwa government has officially banned the sale of manual stamp papers, shifting completely to an e-stamping system across the province.
The Revenue and Estate Department of KP has issued a formal notification directing all district treasury offices to immediately stop selling unused manual stamp papers.

Under the new policy, only e-stamp papers will be issued in the province. The e-stamping system has been in place since 2022 and is operated through the Bank of Khyber, which serves as the province’s official bank.
According to the department, the move aims to eliminate financial irregularities and fraud associated with the traditional manual stamp paper system. Officials said the digital system ensures greater transparency, traceability, and efficiency in property and legal transactions.
The government believes that a complete transition to e-stamping will strengthen revenue management and reduce the risk of misuse linked to manual stamp papers.
