In a major announcement ahead of the long-awaited Basant celebrations, Punjab Chief Minister Maryam Nawaz has declared free public transport facilities in Lahore for three days during the festival.
The decision aims to ensure public safety, reduce traffic congestion, and allow citizens to enjoy the event without hassle.
Key Decisions Taken in High-Level Meeting
The announcement was made during a high-level meeting chaired by CM Maryam Nawaz, where detailed planning for the Basant Festival was finalized.
Addressing the meeting, the Chief Minister said she has come to restore joy and cultural celebrations to Punjab, adding that the province had been deprived of healthy entertainment for many years.
Government-Sponsored Basant After 2007
Maryam Nawaz announced that February 6, 7, and 8 will mark the first-ever government-sponsored and organized Basant festival in Punjab after nearly three decades.
She described Basant as an 800-year-old cultural tradition and an important part of Punjab’s heritage, emphasizing that people of all religions have the right to celebrate festivals freely.

Under the Basant Transport Plan, Lahore residents will enjoy completely free travel on:

The initiative aims to discourage motorcycle use and reduce accident risks during Basant.
Strict Safety Measures and Zoning
To ensure safety, Lahore has been divided into Red, Yellow, and Green zones.
Key safety measures include:

Mandatory safety rods on motorcycles in red zones

Rs 2,000 fine for riding without safety rods

Installation of free safety rods on 1 million motorcycles
Only approved cotton string (nine-thread) will be allowed.
Use of nylon or metallic kite string is strictly banned.
Heavy Penalties for Violations
The Chief Minister warned that:

Using banned string may result in up to 5 years imprisonment and Rs 5 million fine

Kite flying outside Feb 6–8 will be punishable

Parents or guardians will be held responsible for illegal kite flying by minors
More than 600 cases have already been registered, with 641 arrests and 27,000 illegal kites seized.
