The Pakistan Business Forum (PBF) has raised serious concerns over the high retail prices of tetra pack milk and has urged the government to regulate dairy companies to make milk more affordable for the public.
Concerns Over Unchecked Retail Prices
In an official statement, PBF said that dairy products are a basic daily necessity, yet there is no effective check and balance on their prices.
The forum highlighted that:

Milk procurement cost, including logistics, is around Rs180 per litre

Tetra pack milk is being sold in the market for Rs360 to Rs380 per litre
Even Without GST, Prices Remain High
PBF pointed out that even if General Sales Tax (GST) is removed, the price of tetra pack milk should be around Rs305 to Rs315 per litre, which is still significantly lower than current retail rates.
Pakistan Has Highest Tetra Pack Milk Prices in the Region
The forum stated that Pakistan’s tetra pack milk prices are the highest in the region.

According to PBF, dairy companies in Pakistan generated revenues between Rs60 billion and Rs100 billion in 2025.
