The Punjab Government has decided to step up enforcement against property tax defaulters, announcing strict measures including property sealing and confiscation.
According to Umar Sher Chatha, Director General of the Excise and Taxation Department Punjab, action against defaulters will begin shortly. He said that properties with unpaid taxes will face sealing (sarbamohri) and, where necessary, confiscation proceedings.

Tax Collection Update
Officials revealed that during the first six months of the current fiscal year, around 50 percent of property owners across Punjab have paid their dues, while the remaining defaulters are now being issued final notices.
In Lahore, only Rs. 8 billion has been recovered so far against a property tax target of Rs. 30 billion. Province-wide, total collections stand at Rs. 18 billion, highlighting a significant shortfall.
Discount Period Over, Penalties to Increase
For the first time, the department had offered a 5 percent discount for four months to encourage early payments. However, despite this incentive, many property owners failed to clear their dues.
DG Excise warned that defaulters will now face strict penalties, including:

Sealing of properties

Confiscation of assets

A monthly fine of 10 percent, which will continue to increase until payment is made
Authorities stressed that no further concessions will be granted and urged property owners to clear outstanding dues immediately to avoid legal and financial consequences.
