The National Database and Registration Authority (NADRA) has taken a major step to ease the vehicle buying and selling process by introducing online biometric verification for Sindh-registered vehicles.
In collaboration with the Government of Sindh, NADRA has made biometric verification available through the Pak-Identity App, allowing citizens to complete identity verification from home.

According to a NADRA spokesperson, buyers and sellers can now use the Pak-Identity app to complete biometric verification digitally and then proceed with the remaining vehicle transfer process at the relevant excise office. Previously, biometric verification was mandatory but required in-person visits to NADRA or e-facilitation centers.
The initiative builds on procedures already introduced by the Sindh Excise and Taxation Department, which made biometric verification compulsory to prevent fraud and legal disputes during vehicle ownership transfers.
Vehicle Ownership Transfer Process (Sindh)
The complete transfer procedure includes the following steps:

Biometric Verification:
Buyer and seller verify their identity through NADRA or via the Pak-Identity app. -
Sale Agreement:
A written agreement is prepared on stamp paper and signed by both parties. -
Application Submission:
Applicants visit the designated excise office or civic center in Karachi to obtain a token and submit the transfer application. -
Document Submission:
Required documents are submitted along with the completed application form. -
Fee Payment:
Transfer fees and token tax are paid either online or at the office. -
Receipt Issuance:
An official receipt is issued after document verification. -
Smart Registration Card:
A new smart vehicle registration card is issued in the buyer’s name within 5 to 15 working days.

Officials say the new digital facility will reduce delays, minimize fraud, and make vehicle ownership transfers more convenient for citizens across Sindh.
