NEPRA Prepares to Replace Net Metering with Net Billing for Solar Users

The National Electric Power Regulatory Authority (NEPRA) has finalized plans to amend the net metering policy for solar energy users, moving towards a net billing system. A public hearing has been scheduled for February 6, 2026, where solar users, stakeholders, and distribution companies will discuss objections and suggestions submitted during the consultation period.

Key Changes in the Proposed Net Billing Policy

  • Solar users will no longer receive unit-to-unit relief as under the current net metering system.

  • Imported and exported electricity units will be calculated separately.

  • Exported units may be paid at Rs 11 per unit, though the rate is subject to final approval.

  • Electricity bills will be issued according to the national tariff, with compensation for exported units provided at the approved export rate.

Purpose and Public Response

Energy experts say the policy change aims to reduce financial pressure on the national electricity system.

However, some solar users have expressed concerns regarding the shift to net billing, which are expected to be discussed in detail during the NEPRA hearing.

This move represents a major shift in Pakistan’s solar energy sector, affecting residential, commercial, and industrial solar power users across the country.
