Punjab Plans Major Change in Government Recruitment Process

The Punjab government has started preparations for a major overhaul of the recruitment system in provincial government departments, aiming to speed up hiring and introduce greater flexibility.

According to sources, the government is considering initial appointments on a lump-sum pay package instead of the traditional Basic Pay Scale (BPS) system.

Lump-Sum Pay Package Under Consideration

Under the proposed changes, recruitments would be made based on eligibility criteria rather than existing service rules, marking a significant shift in how government jobs are filled.

Sources say this move could accelerate stalled recruitment processes across provincial departments once approved.

Faster Hiring Expected After Approval

Officials believe that the proposed amendments will help clear long-pending vacancies, allowing departments to hire staff more efficiently.

Cases seeking relaxation of restrictions on lump-sum appointments will be submitted to the government on a case-by-case basis for approval.

Traditional Hiring Through PPSC to Continue

Despite the proposed changes, recruitment through the Punjab Public Service Commission (PPSC) will continue under the traditional system, ensuring continuity for competitive examinations.

For posts Grade-5 and above, relaxation cases will continue to be reviewed by the relevant forums, as per existing procedures.

Grades 1 to 4 Likely to Be Hired on Lump-Sum Basis

According to the proposal:

  • Grades 1 to 4 appointments will be allowed on a lump-sum pay package

  • Recruitment will be based on defined eligibility criteria

  • New service rules may not be required for these appointments

The government believes this approach will introduce speed, flexibility, and efficiency into the public sector hiring process.

What This Means for Job Seekers

If approved, the new system could open faster employment opportunities, especially for lower-grade positions, while maintaining transparency through eligibility-based selection.
